Illinois Contemplates Online Gambling Within Own Borders

Online gambling operators are, as of now, confined to off shores locations such as Malta, Costa Rica, and Curacao. This is due, in part, to the Unlawful Internet Gambling Enforcement Act, but also licensing restrictions. In early September, a lawsuit brought on by IMEGA had watched as judges maintained the UIGEA, but transferred power to the states to determine whether or not Internet Gambling would be permissible. This having been said, Illinois is now trying to jump on the online gambling wagon.

Illinois has been pushing for video gambling terminals around bars, but has been met with opposition in many counties, due in part to the fact that local jurisdictions would have the power to decide whether or not they wanted gambling terminals within their borders. With the opposition met for the video terminals, as well as diminishing revenue from the race tracks throughout the state, Illinois has turned to potentially licensing online gambling venues to compensate for the reduction in cash flow.

The online gambling will allow players to place wagers on the horse races from their homes, through the Internet. It was suggested that many unregulated entities are already taking bets on the races online, while giving the state or the racetracks nothing. The proposed licenses will allow players to do the same thing, while keeping money within the coffers of Illinois.

While this may not be a full blown gambling operation over the Internet, it is definitely a step in the right direction for Barney Frank and his anti-UIGEA legislation. Though limited in scope, players will still be able to get a feel for what may one day be a reality - completely legal and regulated online gambling.
